Case study – national energy efficiency database
The government identified that it needed to underpin the design and implementation of future ‘joined up’ energy policy with a national, property-level evidence base, cutting across a number of separate Departments and external organisations. The challenge was how to achieve this vision cost effectively, within the required timescale, overcoming obstacles of data protection and existing agreements.
• We defined the underlying business requirements and an achievable programme to be embedded within the Department, whilst not impeding existing activities.
• We worked closely with the Chief Economist and Chief Statistician and various policy leads, also advising on transformational aspects of information management.
• We designed and managed the programme, including all aspects of six tenders, business cases for Single Tender Actions, information system design, and supervising contractors, representing the Department across all aspects.
• The programme was delivered successfully within just over a year, saving many months and millions of pounds. The end product comprises a database of all 28 million premises in the UK with details of their energy consumption, and energy efficiency.
• Other partners in this work included CLG, the Valuation Office Agency and all six energy suppliers. We subsequently provided an overall strategy to the Department on how to transform its approach to managing and leveraging information.
'I worked closely with Tim Wood during his time as manager of C's NEED project. As well as excellent project management skills, Tim had a sound grasp of technical detail and business / political priorities. The key to the success of this project was Tim's ability to bring these facets together in delivering a pragmatic solution which met DECC's requirements while managing issues around multiple data sharing agreements and the work of several contracted third parties. I was a pleasure working with Tim and I am happy to recommend him for any similar role.'
